The New Harris County Flood Control Director Says His Priority Is Delivering Projects, With $868 Million on Federal Deadlines

Marcus Stuckett, who was appointed executive director of the Harris County Flood Control District in June after his predecessor resigned, told Community Impact in an interview published Friday that his first priority is simply delivering the projects already on the district’s books. He also said he wants the district to answer resident service requests faster and to be open about where projects stand and where they are stuck.

The interview puts a number on the pressure the district is under. Twenty eight federally funded projects carry spending deadlines in February 2028 and March 2029, with roughly $868 million at stake, and the Texas General Land Office can reclaim money that is not spent by those dates. Stuckett also pointed to deferred maintenance, which he said the district is working through by adding staff, vehicles and equipment, and to the Harris County Flood Resilience plan now in development.

The Flood Control District is the agency behind drainage and channel work across the Lake Houston area, including the Kingwood Diversion Ditch improvements and the San Jacinto watershed projects this paper has covered, so who runs it and how fast it spends matters locally.
