Humble City Council has approved a 10 percent increase in city water rates for residential and commercial customers, with the new rates taking effect October 1, 2026.
The city attributes the increase to a Harris-Galveston Subsidence District mandate issued in July 2025 that raised the share of Humble’s water supply that must be purchased as surface water from the City of Houston from 30 percent to 60 percent. City Manager Jason Stuebe said the city has raised water and sewer rates steadily over recent years to cover the cost of that purchased surface water. Subsidence district rules of this kind are aimed at reducing groundwater pumping and the ground sinking that follows it, a long running issue across northeast Harris County.
