Harris County Launches an $88.3 Million Community Solar Program That Credits the Energy Bills of Lower Income Households

Harris County has launched an affordable community energy program that aims to cut electric bills for lower income households, Community Impact reported. Rather than installing panels on individual houses or apartment buildings, the county is putting solar arrays on publicly owned land and passing the output back to participating households as credits on their energy bills.

Commissioners Court approved $88.3 million for the program in March 2026. Households at or below 80 percent of the area median income qualify, and the county says both renters and homeowners are eligible.

The plan calls for seven solar sites across the county. The first is at Reliant Center, with construction expected to finish in 2027, and the remaining six are scheduled to be built through 2029. Resident enrollment is expected to begin in 2027. County projections put the program at up to 45 megawatts of generation serving 9,500 to 10,000 households, with participating households seeing roughly a 20 percent reduction in energy bills, or about $930 a year. Those are county projections rather than measured results.

The program is countywide, which means households in unincorporated Atascocita, Huffman, Summerwood and the surrounding area qualify on the same income terms as anywhere else in Harris County. Community Impact did not report how residents will apply.
