Texas Insurance Commissioner Amanda Crawford has asked state lawmakers to consider adding a delay between the moment an insurer files new home or auto rates and the moment those rates reach policyholders, Community Impact reported September 16. The request came in a September 14 letter ahead of the 2027 legislative session and was one of 12 recommendations on affordability, transparency and consumer protection.
Texas uses a file-and-use system, under which an insurer can put a rate into effect as soon as it is filed, before the Texas Department of Insurance finishes reviewing it. Community Impact reports the department rejected none of the more than 2,000 rate filings it received in 2025, and that the average Texas home insurance premium reached $3,506 in 2025.
Homeowners insurance costs are a recurring concern in the Lake Houston area, where flood history and roof claims weigh on premiums.
