Houstonia Magazine published an explainer Monday on how public comment works at Houston City Council and whether the people on the dais are paying attention to it. Council hears public comment every Tuesday at City Hall. Speakers have to sign up at least one day in advance and appear in person, and each gets between one and three minutes depending on how many people turn out, with those addressing items already on the agenda given priority.
Reporter Emily Hynds writes that some residents come away feeling tuned out, one describing a council member who never lifted her head from her phone. Council members in the piece frame the session as a listening exercise rather than a question and answer, with staff writing down concerns and routing them to the relevant city departments afterward. One council member calls the format “pretty loosey-goosey.”
Kingwood sits inside Houston city limits, as do parts of Atascocita and Fall Creek, so Lake Houston area residents are eligible to sign up and speak on city business on the same terms as anyone else in Houston.
