Texas Home Insurance Premiums Are Up About 79 Percent Since 2020, the State Insurance Commissioner Told a House Committee

Community Impact reports that Texas Insurance Commissioner Amanda Crawford told the Texas House Insurance Committee on October 5 that the average annual homeowners premium in Texas has risen about 79 percent in six years, from under $2,000 in 2020 to more than $3,500 in 2026, and pointed to severe weather, higher repair costs and a concentration of risk as the drivers.

Witnesses at the hearing focused on roofs as the main thing a homeowner can change. An industry group told the committee that roofs account for 70 to 90 percent of residential catastrophe losses in Texas and that a high-wind fortified roof costs roughly 15 percent more than a standard one, and the committee heard about incentives for the FORTIFIED construction standard, grants for weatherproofing, catastrophe savings accounts and a sales tax exemption on roofing materials.

This is statewide policy rather than a local decision, but homeowners in Kingwood, Humble, Atascocita, Huffman and Summerwood buy coverage in the same statewide market, and the figures given to the committee put wind and hail at $5.8 billion of paid Texas losses in 2025, the largest single category.
