The Texas Education Agency released data on September 30 showing that school districts using its state-developed Bluebonnet Learning materials improved slightly more on STAAR than districts that did not, Community Impact reported. The gap was 0.6 percentage points in math and 0.2 percentage points in reading.
619 of roughly 1,200 Texas public school districts used at least one Bluebonnet program during the 2025-26 school year. The materials cover elementary and secondary math, including Algebra 1, and elementary language arts.
State Education Commissioner Mike Morath called the gains an encouraging sign of early progress and described the materials as high quality. Zeph Capo, a union leader, called the results rather paltry, questioned whether the differences are statistically significant, and said more years of data are needed before anyone can judge the materials.
Community Impact’s report did not name which districts use the materials, so it is not clear from it whether any Lake Houston area district has adopted a Bluebonnet program.
