Nearly three years after Houston voters approved Proposition A, which lets any three council members place an item on the City Council agenda, members have introduced 18 proposals under it and 11 have passed, the Houston Chronicle reports. Most were modest, but some council members have started using it for larger policy questions, including policing, immigration cooperation and a new requirement that landlords provide air conditioning.
Mayor John Whitmire wants every Prop A item reviewed in committee first, while some council members, including District J Council Member Edward Pollard, say the charter does not require that. The report also looks at the city attorney’s role in reviewing whether proposals are lawful. Kingwood residents are represented by District E and the five at-large council members.
